Hugo council approves pending contracts

HUGO –– With two absent during last Tuesday’s Hugo city council meeting, Councilors Darren Frazier, Corby Johnson and Juanita Latimore took action on a few pressing issues. After months of negotiations, 2022-2023 fiscal year contracts with the International Association of Firefighters (IAFF) and Fraternal Order of Police (FOP) were approved as presented upon a motion by Latimore.

Kay Ann Deaton

Kay Ann Deaton went to be with the Lord on Saturday, Oct. 1, 2022, in Oklahoma City, Okla., at the age of 82. She was surrounded by her family who absolutely adored her. Kay was born on April 28, 1940, in Wichita Falls, Texas, to Finis and Mae Belle Hulse. Kay moved to Rattan, Okla., in 1950. She graduated Valedictorian of the senior class at Rattan High School in 1958. After graduating high school, Kay moved to Dallas, Texas, where she attended Draughon’s Business School. Following business school, she moved back to Rattan and married the love of her life of 61 years on June 9, 1961. Kay was then employed by the State Department of Human Services. In 1973, she completed her Bachelor of Science Degree in Elementary Education from Southeastern Oklahoma State University. Kay was employed at Rattan School, establishing the first kindergarten program. She later received her Masters in School Counseling from Southeastern Oklahoma State University. In 1991, she also started the first school counseling program at Rattan School. She completed 30 years of service at Rattan School. She was also the first Rattan Town Treasurer and was on the first Rattan City Council. Kay was an active member of the Hugo First Baptist Church.
