Attorney General O’Connor releases guidance for law enforcement after newest abortion law takes effect

OKLAHOMA CITY –– Last week, Attorney General John O’Connor criticized the ongoing campaign by the abortion industry and others to confuse and mislead the public about abortion laws, following the U.S. Supreme Court’s recent historic overturning of Roe v. Wade in Dobbs v. Jackson Women’s Health Organization. He also released a guidance document for law enforcement after the State’s most recent abortion law became effective.

Richard Emmit Raper passed away Wednesday, Aug. 24, 2022 in Paris, Texas, at the age of 84. He was laid to rest in Restland Cemetery in Boswell, Okla. Richard Emmit Raper was born April 12, 1938 in Maud, Okla., to Arvel and Edith “Jarett” Raper. After graduating from Hugo High School in 1957, he served in the U.S. Marines for two years. He was manager of the Otasco store in Hugo for many years. He later worked for the Goodland Children’s Home as ranch manager, where he retired. He was a member of Unity Baptist Church. He liked to read and his book of choice was his Bible. He was a loving husband, father and grandfather. He loved ranching and gardening. He is preceded in death by his first wife, Ranean; his parents, Arvel and Edith “Jarrett” Raper; brother, A.J. Raper; sisters: Barbara Campbell and Donna Being.

Dear Editor: I couldn’t agree more with your Editorial “Water Abundant, but costly” with one exception! As you quoted Professor Gary Allison, “Water flows downhill... and towards money,” yes it costs money, but the return far outweighs the cost! The current “migration” of urban DFW is not toward Amarillo, not even San Angelo, nor Houston! Northeastern Texas has discovered southeast Oklahoma, and for good reasons.

Last week I attended the most graphic, overt, and disturbing training I have attended in my 30 years of law enforcement. The training was intended to educate on illegal gangs and cartel activities, deeds, and movements. It revealed how the cartels use dismemberment, beheadings, and other forms of mutilation to impose fear and intimidate the public and rival gangs. I was outraged to be told these mutilations are not just occurring in Mexico but are now being carried out right here in the United States.
Stan Stamper was inducted into the Oklahoma Journalism Hall of Fame in 2012.
